If your property was built before 1985, the answer is almost always yes. Asbestos was used in floor tile, mastic, popcorn ceilings, joint compound, pipe insulation, roofing, and siding well into the early 1980s. Federal and state rules (including NESHAP and Texas TDLR requirements) generally require an asbestos survey before any renovation or demolition of pre-1985 construction, regardless of whether you personally suspect asbestos is present. Newer buildings sometimes still contain asbestos in imported materials or in sections built over older structures. When in doubt, an asbestos inspection in Texas is the only way to know for certain.
A survey identifies and documents asbestos-containing materials. Abatement is the physical removal or encapsulation of those materials. They are intentionally separate services performed by separate firms. A licensed inspector who also sells abatement has a built-in incentive to find more asbestos than is actually present.
